In 2016, these two organisations signed a Memorandum of Co-operation to promote the adoption of international valuations standards. The Property Institute of New Zealand is a foundational member of WAVO and was represented at the signing. Jonathan Pain - Global economics and geo-political expert

It is his view, that the world is increasingly divided between those nations that are submerging

and those that are emerging, which he has called the new reality.

Jonathan Pain has been in the investment industry for 38 years and has led investment teams in London, Bahrain and Sydney. He is the author of The Weekly Pain Report which is written without fear and without favour. Jonathan has lived in six countries and travelled to sixty.


In his keynote, Jonathan will provide a commentary on the key events which will shape and define the world you live in, over the years and decades ahead. It is his view, that the world is increasingly divided between those nations that are submerging and those that are emerging, which he has called the new reality. The submerging nations will spend less and save more and the emerging will spend more and save less.


Jonathan will provide you with an independent and objective perspective of the global economy to help you navigate through the extraordinary times ahead. Seeing the world as a giant jigsaw puzzle, with new pieces arriving every day. Each piece contains a clue and a hint of what the future might look like. He will share his picture of the future with you.

Christopher Luxon - Leader of the Opposition

Prior to leaping onto the political mainstage as Leader of the National Party, Christopher Luxon was renowned as the business leader who, as Chief Executive, turned the fortune of our national carrier Air New Zealand around to deliver record profits and all-time high customer satisfaction scores, and achieved its highest levels of staff engagement.


He has a distinguished business career including President and Chief Executive Officer at Unilever Canada, one of several senior leadership roles he held during an 18-year career at the multinational level that saw him work in roles in Europe, North America and Asia–Pacific.


Christopher has considerable experience and insight into dealing with complex, changing and challenging commercial environments and will draw on this background to express his vision for a prosperous nation.

Belinda Storey - Climate Risk Expert

As Managing Director of Climate Sigma, Belinda has developed a new model for valuing property under climate change called “climate leases” and in 2017 she coined the term “insurance retreat”.

Belinda is a Senior Research Fellow at the New Zealand Climate Change Research Institute where she conducts research on the impact of escalating climate hazards on infrastructure, real estate, banking and insurance. As Managing Director of Climate Sigma, Belinda has developed a new model for valuing property under climate change called “climate leases” and in 2017 she coined the term “insurance retreat”.


Belinda Storey is a director of State-Owned Enterprise Pāmu/Landcorp and was a member of XRB’s External Advisory Panel on Climate-related Financial Disclosures. She is an advisor on the property and construction sector scenario development, led by the NZ Green Business Council. She meets quarterly with the Reserve Bank of New Zealand to provide advice on physical climate risk.


In May 2022 Belinda was named Wellingtonian of the Year for Science and Technology in recognition of her work in pricing climate risk.

Gus Balbontin - investor, entrepreneur, founder and explorer

Gus Balbontin is one of them.

Born and bred in wild Patagonia, Gus never allowed his small town and humble beginnings get in the way of his big dreams - he landed his dream job at Lonely Planet. Fast forward a few more years and he was leading the company globally, working with companies such as Google X, Nokia and Amazon on the latest technology, creative cultures and high performing teams.


Steve Jobs said that the people who are crazy enough to think they can change the world are the ones who do. Gus Balbontin is one of them. He’s an investor, entrepreneur, founder and explorer who has spent two decades helping businesses adjust strategies, products, services, culture and individuals to better deal with rapid and regular changing markets.


Gus Balbontin will delve deep into the digital transformation of the past two decades, sharing stories of how so many companies mishandled this seismic shift and how today’s business leaders can capitalise on the disruption that’s still occurring today.

Call for Papers & Best Paper Award

Practitioners, academics and researchers are invited to submit papers to contribute to the body of valuation knowledge and enhance the expertise of valuation professionals. Papers accepted and presented in person at the conference (as a conference delegate) will be eligible for the Best Paper Award. The award will be announced at the conference closing and holds a prize of $500 NZD.


Key deadlines:

  • Submission of abstract (not more than 300 words) - 1 March 2023
  • Acceptance of Abstract (the submitter will be notified of acceptance by mid April)
  • Submission of the full paper - 8 May 2023.
  • Presentation at conference


The Best Paper sessions will be judged by a panel of experts selected by WAVO, with the following judging criteria.

  • Subject matter of paper 20%
  • Methodology and analysis 30%
  • Contribution to practice 30%
  • Presentation 20%

Allocation of Continuing Professional Development Points - Property Institute and New Zealand Institute of Valuers Members

A new system is being used in 2023 to allocate CPD points.

CPD points are allocated per session as noted on the programme. Each delegate will have a conference badge with a unique QR code. Member Delegates must scan into each session using their QR code to verify attendance. CPD points will only be allocated to the member delegates where attendance is verified. There are up to 16 verified CPD points available.

Substitution Policy

General Cancellation Policy

A full refund will be given up to 5 working days prior to the conference commencing.

A 50% refund will be given for cancellation received between 5 days and up to 24 hours prior to the conference.

All cancellations must be via email to made to Conference Registration Desk, email conference@property.org.nz

Health and Safety

The health, safety and wellbeing of delegates attending the conference is paramount. Delegates must abide by all health and safety instructions and signage at the conference venue and on off-venue site tours. Delegates must always conduct themselves professionally, abide by the event venue’s host responsibility policy and exercise good judgment with respect to alcohol consumption at social networking events.


Covid-19 Health and Safety

The health, safety and wellbeing of delegates attending the conference is paramount. Delegates are expected to follow and Covid-19 safety measures in accordance with recommendations of the New Zealand Government. Covid-19 Cancellation Policy

Notwithstanding the General Cancellation Policy, if requirements or recommendations of the New Zealand Government change, as a result of Covid-19, that make attendance at the event untenable for a delegate, he/she may cancel, and a full refund for the conference registration fee will be given. Any Covid-19 related cancellations must be in writing via email to Conference Registration Desk, email conference@property.org.nz, and supported by a valid medical certificate.


Once started, if the conference is stopped due to New Zealand Government requirements, a partial refund will be given commensurate to the proportion of the conference enjoyed by delegates, prior to the stoppage.


The Property Institute reserves the right to alter, postpone or cancel the National Property Conference 2023/IVSC-WAVO Global Valuation Conference, or take it partially or wholly online (and adjust the registration fee accordingly). If the conference is cancelled, a full refund of the conference registration fee will be given, or the registration can be transferred to the new conference date (as agreed with the delegate).


Other than the conference registration fee, The Property Institute will not be liable to refund or cover any other losses incurred by the delegate related to attending the conference.

Conference Photography

Photographs are taken during conference. By registering you give consent for the Property Institute of New Zealand to use photographs containing your image for reporting and promotional purposes in Property Institute media which could include (but is not limited to) social media, the Property Professional Magazine, newsletters, reports, pamphlets and websites.


Privacy of Personal Information

Your privacy is important to us, and we are committed to ensuring that your personal information is protected and that we abide by the terms of the Privacy Act 2020. Registration information collected from you will be used to carry out the necessary organisational elements for the conference and to deliver a great conference experience to you. Use includes but is not limited to:

a) Registration and payment.

b) Communications such as via phone, email, on-line newsletters and through our third party event management system, website and mobile app, Whova. The Privacy Policy of Whova can be viewed here>>.

c) Networking and communication opportunities with conference organisers, delegates, sponsors and exhibitors online using the Whova conference website and mobile app.
